S.I. No. 581/2025 - Finance (Provision of Access to Cash Infrastructure) Act 2025 (Section 5) Order 2025

Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 9th December, 2025.

I, SIMON HARRIS, Minister for Finance, in exercise of the powers conferred on me by subsection (1) of section 5 of the Finance (Provision of Access to Cash Infrastructure) Act 2025 (No. 4 of 2025), having consulted with the Central Bank of Ireland and having regard to the matters specified in paragraphs (a) and (b) of the said subsection (1) and with the approval of the Government, hereby make the following order:

1. (1) This Order may be cited as the Finance (Provision of Access to Cash Infrastructure) Act 2025 (Section 5) Order 2025.

(2) This Order shall come into operation on 28 November 2025.

2. In this Order, “Act of 2025” means the Finance (Provision of Access to Cash Infrastructure) Act 2025 (No. 4 of 2025).

3. For the purposes of section 5(1)(i)(I) of the Act of 2025, the minimum percentage of the population of each NUTS 3 region that ought to be within a radius of 10 kilometres of an ATM is prescribed in column (2) of the Table to this Article opposite the mention of the NUTS 3 region in column (1) of that Table.

4. For the purposes of section 5(1)(i)(II) of the Act of 2025, the minimum number of ATMs that ought to be available per 100,000 people in each NUTS 3 region is prescribed in column (2) of the Table to this Article opposite the mention of the NUTS 3 region in column (1) of that Table.

5. For the purposes of section 5(1)(i)(III) of the Act of 2025, the minimum percentage of the population of each NUTS 3 region that ought to be within a radius of 10 kilometres of a cash service point is prescribed in column (2) of the Table to this Article opposite the mention of the NUTS 3 region in column (1) of that Table.
