S.I. No. 184/2025 - Policing, Security and Community Safety Act 2024 (Section 107) (Operation and Procedures of Steering Group) Regulations 2025

I, JIM O’CALLAGHAN, Minister for Justice, in exercise of the powers conferred on me by section 107 (5) of the Policing, Security and Community Safety Act 2024 (No. 1 of 2024), having consulted with the other relevant Ministers, hereby make the following regulations: | ||
1. These Regulations may be cited as the Policing, Security and Community Safety Act 2024 (Section 107) (Operation and Procedures of Steering Group) Regulations 2025. | ||
2. In these Regulations, a reference to a section is a reference to that section of the Policing, Security and Community Safety Act 2024 (No. 1 of 2024). | ||
3. The following public service bodies are prescribed, for the purposes of section 107(6)(a), as public service bodies from which representatives may be appointed to the Steering Group: | ||
(a) the Child and Family Agency; | ||
(b) the Commissioners of Public Works in Ireland; | ||
(c) An Garda Síochána; | ||
(d) the Health Service Executive; | ||
(e) An Ghníomhaireacht um Fhoréigean Baile, Gnéasach agus Inscnebhunaithe. | ||
4. A person shall not be appointed to the Steering Group pursuant to section 107(4)(b)(v) unless the Minister is satisfied that the person has sufficient experience and expertise in relation to the functions of local authorities and the manner in which local authorities operate, particularly insofar as those functions and that manner of operation relate to community safety. | ||
5. (1) A member of the Steering Group shall hold office, unless the member sooner dies, resigns, becomes disqualified or is removed from office, for such period, not exceeding 3 years from the date of his or her appointment pursuant to section 107(4), as the Minister shall determine. | ||
(2) A member of the Steering Group whose term of office expires by the effluxion of time shall be eligible for reappointment to the office concerned, pursuant to section 107(4), for a further period not exceeding 3 years. | ||
6. The Steering Group shall hold such and so many meetings as may be necessary for the performance of its functions but in each year shall hold at least 4 meetings. | ||
7. At a meeting of the Steering Group – | ||
(a) the chairperson of the Steering Group shall, where present, chair the meeting, or | ||
(b) where and so long as the chairperson of the Steering Group is not present or where that office is vacant, the other members of the Steering Group who are present shall choose one of their number to chair the meeting. | ||
8. The quorum for a meeting of the Steering Group shall be 5. | ||
