52. A representative from the medical officer of health of any county submitted to the county council and forwarded by that council to the local authority of any district in the county, not being a borough as defined by the Municipal Corporations Act 1882, shall, for the purposes of this part of this Act, have the like effect as a representation from the medical officer of health of the district.
