Payments out of general fund.
|
13. All salaries, remunerations, and wages payable to any persons employed in the administration of the fund, and all expenees incurred in respect thereof, shall be defrayed out of the general fund herein-after mentioned; and all disbursements on account of the fund shall be made through the hands of the officers appointed for that purpose, and shall not be made by any other person or in any other manner.
